About The Union Minister

U Thein Oo is a practicing lawyer who has devoted his career to promoting justice and the rule of law in Myanmar. Born in Mandalay, U Thein Oo graduated with a Bachelor of Law (LLB) degree from Mandalay University in 1978. He was elected to Parliament in 1990 as a representative for the National League for Democracy and was a member of the National Coalition Government of the Union Burma (NCGUB) in exile. In this role, he helped draft the first constitution for the Federal Republic of the Union of Myanmar in 1996 and served again as Secretary of the Federal Constitution Drafting and Coordinating Committee (FCDCC) during the creation of a Second Draft Constitution from 2006 to 2008. While in Thailand, he was also a founder and member of the Burma Lawyers Council that produced the bi-annual Burmese law “Lawka Pala” journal  and legal and constitutional resources . In 2005, U Thein Oo earned a Masters in Human Rights Law from Mahidol University. He has trained numerous lawyers and young ethnic scholars in Thailand and since 2012 in Myanmar, with the aim to promote legal education and skills, especially focused on constitutional law, and human and environmental rights.
